Recently there's been few posts written on Roleplay stories/Personal letters section which are aimed to "For the people" or "All the poor".
Those posts belongs to general roleplay section.

• 1) If you wish to address big group of non-specific people then post to general roleplay
  2) If you wish to address a letter to specific character or religion/guild then post to personal letters section

You can't post to personal letters section and address the undesignated population because that prevents them to reply there.
Golden rule is, if you direct a letter to someone, he should be able also to reply there.
